The Merit Scholarship program for international students is offered at the university level, in technical training at the college level and in vocational training. The program’s aim is to encourage recruitment of the best international candidates into programs with good job and research prospects. The Merit Scholarship program allows recipients to benefit from:
- a scholarship
- an exemption from the differential tuition fees paid by international students
- health insurance and hospitalization coverage provided by the Régie de l’assurance maladie du Québec (RAMQ)

| Postdoctoral Fellowship | CAD $35,000 | 1 year (non-renewable) | International postdoctoral researchers in Québec |
| Short-Term Research / Professional Development | CAD $3,000 per month | Up to 4 months | International researchers undertaking short-term research or professional development in Québec |
| Technical College Training (DCS/DEC) | CAD $14,000 per year | Up to 3 years (renewal required annually) | Full-time international students in a technical college program leading to a Diploma of College Studies |
| Vocational Training (DVS/AVS) | CAD $14,000 – $26,600 | Based on program length | Full-time international students in eligible vocational training programs |
