The ADB–Japan Scholarship Program was established in April 1988 to encourage and strengthen human resource development. It aims to give qualified citizens of ADB’s developing member countries (DMCs) opportunities to pursue graduate studies in economics, business and management, science and technology, and other development-related fields at selected educational institutions in the Asian and the Pacific.

| Academic Qualification | Bachelor’s degree or equivalent with strong academic record |
| Work Experience | At least 2 years of full-time professional experience after degree |
| Age Limit | Generally under 35 years (up to 45 for senior officials in special cases) |
| English Proficiency | Must be proficient in oral and written English |
| Health | Must be in good health |
| Return Commitment | Agree to return to home country after studies |
