To be eligible for the scholarship, the applicant must meet the following basic criteria:

| Age Limits | • Undergraduate: below 35 years by 15 Sep 2026• Graduate (Master’s): below 40 years by 15 Sep 2026• Doctoral (PhD): below 45 years by 15 Sep 2026 |
| Academic Background | Must have required academic qualifications related to proposed study/research; degrees/certificates must be attested by IBCC & HEC |
| Equivalence Requirement | Equivalence of O & A Levels by IBCC mandatory |
| USAT/HAT Test | Valid USAT (undergraduate) or HAT (postgraduate/PhD) test score required (score obtained on/after March 20, 2025) |
| Selection Criteria | Nomination based primarily on USAT/HAT score after basic eligibility is met |
| Professional Degree Note | Responsibility on applicant to confirm accreditation of programs like Medical, Engineering, Law, etc., through relevant councils (e.g., PMDC, PEC) |
| Language Requirements (English) | • Undergraduate: IELTS 5 (TOEFL 40) minimum• Postgraduate: IELTS 5.5 (TOEFL 50) minimumThe language of previous education must be English |
| Language Requirements (Other) | For Russian/Turkish/Azerbaijani programs, proficiency proof or previous study in that language required |
